Sofia City Prosecutor's Office opens an investigational proceeding linked to a report of members of the Supreme Judicial Council for a possible manipulation of the Centralised system for random allocation of cases

Sofia City Prosecutor's Office opens an investigational proceeding on a report to the Prosecutor General from members of the Supreme Judicial Council in relation to a received audit report regarding the informational security of the Centralised system for random allocation of cases. Within the report and the attached audit report are shown data for found “ multiple vulnerabilities with an high risk for the security of the system, part of which could lead to a non-authorised manipulation of the data” by the allocation of cases. It was determined also that  “a user with access to a specific Court, has the access to allocate cases to another Court”. The analysis of the managing logs found out a suspicious activity of some IP addresses, aiming to try to manipulate the system. “The summary of the experts conclusions in regard to the conducted audit is that the Centralised system for random allocation of cases is created without a focus on its security and the found vulnerabilities poses a serious risk for the data being proceeded by the system”, said the members of the Supreme Judicial Council within the report to the Prosecutor General.  It was also stated that the audit firm did not have a full access to the system server as well to the security firewall, which is actually needed in order to ascertain an illegal access into the system.

 

 

In this relation a Prosecutor of Sofia City Prosecutor’s Office and an expert visited on 03.04.2020 the Supreme Judicial Council, where the server of the Centralised system is located in order to be ensured an access to the firewall.

 

The spokeswoman of the Prosecutor General Siika Mileva stated that the investigational proceeding is under the special supervision of the Supreme Prosecutor’s Office of Cassation.

Prosecutor Mileva said that the European Commission will be informed about the stage of the proceeding. “The stated facts within the report by the members of the Supreme Judicial Council  to the Prosecutor General are extremely disturbing. The reaction of the Prosecutor’s Office will be uncompromising by ascertaining the circumstances of the case, despite the possible attempts of pressure after the undertaken actions according to the investigation”. “In this case, it is questioned the trust of the Bulgarian society in one of the state powers, namely the Judicial one”, said the spokeswoman of the Prosecutor General Siika Mileva.
