The Specialized Prosecutor's Office is conducting actions to investigate pre-trial proceedings for a criminal association for the purpose of trading in influence. In this regard, at four addresses - in Sofia, Plovdiv and Ruse, used by companies represented and managed by P.B. and A.U., searches and seizures are carried out.
The Specialized Prosecutor's Office is conducting actions to investigate pre-trial proceedings for a criminal association for the purpose of trading in influence. In this regard, at four addresses - in Sofia, Plovdiv and Ruse, used by companies represented and managed by P.B. and A.U., searches and seizures are carried out. The actions aim at gathering evidence related to the prepared computer-technical expertise of used by P.B. mobile phone. In this regard and with the permission of the supervising prosecutors, the Specialized Prosecutor's Office discloses additional information contained in the expertise:
On 05.06.2019 through mobile application "Prezident-Pl. Uzunov” sends to P.B. attachment with the following name: "Pismo_za_mandat". The document contains 6 pages and is a Letter of Mandate for consulting activities under the Project "Research and analysis of external and internal risks and threats threatening the corporate security of" Prista Oil Holding EAD ". The project consultant is the company Enterprise Security Services EOOD with manager Angel Uzunov. The letter states that the price of the service is determined in accordance with the time required to fulfill the commitment and the nature of the service of a team of experts in various fields, and amounts to BGN 5000 (five thousand Bulgarian levs) excluding VAT per month, as of from 01.06.2019, for a period of one year. The attached document contains the signature of the manager of "Enterprise Security Services EOOD" and the seal of the company. The document also states that with the acceptance and signing of the letter by Prista Oil Holding EAD, it is considered to receive a mandate to provide consulting services.
In response to the sent from “Prezident-Pl. Uzunov” file with the above information, P.B. provides his personal email address.
The analysis of the correspondence between P.B. and “President-Pl. Uzunov” points out that the two have repeatedly exchanged information concerning issues related to the foreign policy of the Republic of Bulgaria, including candidacies for Bulgarian ambassadors in countries outside the European Union.
On August 3, 2018, it became clear from the communication that a meeting had been arranged between P.B. and “President-Pl. Uzunov” in a hotel in Sofia.
The day after, P.B. sends to “President-Pl. Uzunov” message with the following content: “Rumen Petrov - Algeria”.
Rumen Petrov was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Bulgaria to the Democratic and People's Republic of Algeria by Decree №4 of 16 January 2020 of the President.
On June 19, 2019, P.B. sends to “President-Pl. Uzunov” file with the following name: “CV BG_Joro_Iliev_Kiradjiev”, specifying that this is “my proposal for Abuja (Nigeria)!”
The Specialized Prosecutor’s Office will request official information from the Ministry of Foreign Affairs and the Presidency in conjunction with the above.
